artificial flower arrangements

I have a couple of really nice vases which were purchased complete with artificial flowers set in a material which gives the appearance of water. Is this some kind of acrylic? Can it be removed? The arrangements now look rather drab, but I would like to keep the vases.

I would imagine this would be difficult to remove and probably fixed in like concrete to the sides of the vase. Have you tried steeping the whole thing in hot (not boiling) water to see if it loosens any?
