Step siblings sharing

We live in a very small house, and have been told that we are unable to get a bigger house because our children are 6 and four, the 4yr old is my step daughter and not a blood relative of my 6yr old son. Can they share?

I asked someone about this, and they thought the legal age for children of the opposite sex to share a room was 12, although modesty may require you to sort something out before then. It's funny isn't it - I was thinking back to the old days when large families had to cramp together in small houses, and somehow or other, they all used to manage perfectly well.
