Pre-ejaculate is viscous alkaline flluid made in the Cowper's Glands in the male. These glands are small, pea-shaped structures that sit immediately below the prostate gland. The glands empty the pre-ejucalate into the urethra at a point in front of where semen arises from. Similar glands perform the same function elsewhere along the route of the urethra.
So what's the purpose of pre-ejaculate? Well, the easiest way to look at it is to call it nature's version of KY Jelly. It lubricates the walls of the urethra allowing the semen and sperm to pass along more smoothly without hindrance and lubricates the tip of the male organ itself. In addition, because the man may have peed recently, the urethra walls could be acidic. Sperm don't like too acid an environment and the alkaline pre-ejuculate restores the urethra to a neutral or slightly alkaline pH which maximises the chances of the sperm surviving on their journey out into the big world. Pre-ejaculate is also quite efficient at killing off bacteria in the urethra.

So can you get pregnant from pre-ejaculatory fluid? The answer is yes because although the fluid does not contain any sperm itself, it can pick up the odd straggler or two of sperm that may have been left in the urethra the last time the man ejaculated. Just one of these sperm is enough to fertilize the ovum. Having said that, because the urethra is washed out with voided acidic urine many times a day, it's unlikely. If the man's not peed recently, the chances of active sperm in the urethra are quite good.
It's this uncertainty that prevents physicians etc from recommending the withdrawal method.
As for the puddle moving (when I stop laughing), well there's no movement to be seen as sperm are only motile in their surrounding fluid. They can't push their fluidic environment forward or any other direction for that matter. Besides, in a puddle of semen, they don't all "push" in the same direction. What I found amusing was the concept of semen moving forward in an external environment due to the movement of the sperm it contained. I know it can't occur, yet I should have explained some of the reasons why.
Basically, in a any given sample of semen, there are three different types of sperm present as far as locomotion is concerned. The first, is the small percentage of dead sperm that occur in all ejaculate, which obviously don't move at all. The second type are sperm that appear to be going crazy and move in a more or less random circular or spiral path and don't go in any direction fast. The third type is sperm that travel in virtually straight lines thus taking the shortest possible route through the semen from one side to the other.
Now male fertility generally speaking, is measured in terms of the percentage of the third type of sperm present. These sperm don't hang around and head off in the direction of the egg at great speed leaving the crazy moving sperm and dead sperm far behind. In fact, if you've seen the film "Look Who's Talking" with John Travolta, their movement is exactly like that portrayed at the beginning of the film!
The opposite scenario where a man has greater than about 25% of crazy moving sperm means that his fertility is reduced and this figure can rise to virtually 100% in some men. Psychologically, it's a particularly difficult situation as the man is effectively impotent yet has sperm in his semen.

The reality is that even if a semen sample contained 100% of the third type of sperm, they still move randomly in a 360 degree sense. By this I mean that some may travel from say the 12 "O" Clock position to the 6 "O" Clock position while others may travel from the 2 "O" Clock position to the 8 "O" Clock position and so on. This is OK whilst they are seeking their goal in the female, but is still too chaotic in a puddle.
This is not the whole story though, and the situation is similar to tadpoles trying to push the puddle of pond water they live in forward with them.
