Am I allowed to errect a fence next to my neighbours fence which is next to thier french windows? They say it will block thier light is there a right to light?

no there is no right light and the fence is on your land check and find out if there is any hight restrictions on your deeds or council

we have got a brick wall next to our neighbours french window it is 6 feet tall it was built with the house, you allways get people moaning you are entitled to your privacy just check with the council and take no notice,we had an old man next door to us and in the summer he was complaining that some sweetpeas i had in pots were taking the light off his bungalow,,, then my husband moved my greenhouse accross the garden nearer his bungalow and he threatend to smash it up, as it meant he could not spy on us so easy, fortunately he has now been put in a home as i told his daughter i would have him for threatening behaviour, best of luck and stand your ground  mullein

There is a right of light, but not necessarily in this context.  The height of the fence should not exceed 2m.

Is the boundary side, yours or your neighbours?  If there is already a fence, why are you putting a new fence up?  The fact that the fence will be next to their french windows is irrelevant, you are still entitled to a privacy boundary.

I think you'll find if the fence is 5'10'' (sorry don't know the metric) or below you don't need planing permision therefore there can't be any objection.
