Phone Parking & Parking meter

I parked in a parking bay in London last week, there was a parking meter directly opposite and a pay by phone sign on my side. I figured because the meter was there we had a choice to either pay by phone or print yourself a ticket which I did and displyed my ticket. I got a PCN because apparently you can only pay by phone (sucks if you don't have a mobile). My initial appeal got rejected. Any help for my independent appeal would be appreciated.

I can't help; but to have parking bays only available to people with mobiles sounds remarkably discriminatory.

Sorry - the parking meter was on the same side as it was in fact it was 4 yards away? (sorry relaying this question for wife)

I take it the ticket machine only applies to the bays on the other side of the road? In theory this is a separate parking area to the one on your side of the road. Im not familiar with parking in London but this sounds ridiculous to me. Attendants are known for increasing their hit rate at any cost. I think the law may say something about 'with intent to avoid payment' You obviously did not attempt to avoid payment, in fact the opposite as you bought a ticket (albeit fro the wrong parking area). Get your local paper involved. I would also check the notices to see if they are ambiguous.
