claim against a motor trader in scotland

can anyone give me some advice here?
i am considering taking a motor trader to court for a part refund on a car i bought which was advertised with full service history. when i arrived in scotland after travelling 600 miles from essex the trader "could not find the service history book".
3 months down the line he still has not produced the history. the contract if you like was made over the phone whilst i was in england, he is a scottish trader. my question is "where would i have to take action,? i am assuming england, and if so, would a court in scotland enforce the judgement if i won? or what are my options here.
