claim against a motor trader in scotland

can anyone give me some advice here?

i am considering taking a motor trader to court for a part refund on a car i bought which was advertised with full service history. when i arrived in scotland after travelling 600 miles from essex the trader "could not find the service history book".
3 months down the line he still has not produced the history. the contract if you like was made over the phone whilst i was in england, he is a scottish trader. my question is "where would i have to take action,? i am assuming england, and if so, would a court in scotland enforce the judgement if i won? or what are my options here.

It's Scottish law which applies. You need to take your action through the Sherriff Court which serves the area where the trader is located. This might help:

just because the book has gone missing does not mean it has not been regulary serviced,id be very careful if i were you,it might appear at court,and then your in trouble.
