I had planned (and paid for) a trip to Mexico with a young friend who cannot obtain passport on time. Can I substitute another person at this late date? (My travel agent isn't available until Mon. 12/17.) Due to leave 12/21 from Indianapolis to Cancun.

The only people who can answer this are the people you booked with - it depends on the terms of the booking. Have you got any paperwork from the travel company telling you all about cancellation terms etc? This may tell you about substitutions. Otherwise you need to speak to the agent first thing in the morning.
if air travel is involved, airlines usually charge to change the details - this is more than just a spelling error. But as JK2 says, it's down to the conditions of travel companies, carriers etc, so you will need to ask as soon as possible.
I assume you are American.

Here in the UK we can get a passport with just a days notice (even the same day in some circumstances).

Does the same facility not exist in the US ?

Did the peron not realise they needed a passport ? Did no one tell them ?
