eBay - please allow me to rant and rave...oh and then answer the question!!

I bought a lap top adaptor of some stupid seller and it was posted out but when I got it, it didn't work properly and I emailed them to tell them they just said it worked fine before we posted it out blah blah blah.
I sent it back and they still said it worked fine the lying ******** anyway they refunded me but now eBay have sent me a message saying the seller wants their entry fee paid back to them so I have to confirm it that's by mutual agreement we cancelled the whole thing.
My question it I paid �8 for the delivery who the hells is going to pay me that back and then I had to post it back via special delivery. You don't see me going to eBay saying I want my money back because I'm an incompetent ****, so what they going to do if I don't? they said I have to respond by 21 dec.

The seller should have refunded you the original postage you paid at least, and a good seller would also refund the return postage.
If you paid with paypal you could have filed a dispute and escalated it into a claim. If you won the claim you would have been refunded what you paid, but you might well have had to pay the cost of returning it. You could still file a dispute if you paid with paypal and it was less than 45 days ago.
As to the dispute which you have been asked to agree to, if you reply on the dispute saying you don't agree then the seller won't get the fee refund they are looking for. If you do nothing they can close it after seven days and get their refund.
