This happens occasionally. If I don't eat or drink for so long the top of my throat or back of my nose (where the air passes) will become really dry.

I drink lots of water.

Guzzling water works temporarily but it soon comes back.

What causes this and how can I fix it?

I have this problem occasionally and I think it's due to the black mold that is so prevalant in our area.
When I can't sleep because of it I find sinus medication helps. I hope it helps you too.
