I caught the end of a programme about the Strictly come dancing and they played an orchestral piece that I've heard a couple of times before. You can hear it here

the music was used for our tunes section on I think dave lee travis but I'm sure someone will correct me there is another dj somewhere in the uk using the same format as our tunes on a radio show which one it is I do not know but at least you know where to start

Simon Bates is again doing "our tune" but now on selected commercial radio stations, at lunchtime.

The music you are after is called Balcony Scene by Craig Armstrong from the modern Romeo and Juliet film.

You are correct Corbyloon, there is a version with lyrics, sung by Des'ree, titled Kissing You. Hope that helps.

It is the same music that I gave the original answer for i.e. Balcony Scene by Craig Armstrong. Used in the BBC adverts for the last European Football Championships in Portugal, among others.
