Mens trouser lengths

Boyfriend has been looking for new formal trousers. He is a 32 inside leg which he has no problem in finding in jeans or other casual trousers. However can't seem to find formal trousers in an even measurement and a 31 is too short and 33 too long.

Does anyone know why casual trousers are made in even numbered lengths and formal trousers in odd numbered lenghts?

M&S might not be the trendiest shop in town but they do different trouser lengths. Other option is to find a shop that has an alteration service, you will probably have to pay but at least the job is done.
