Dirty paedophiles will still use the internet as will terrorists, how many people would it take to monitor everything on t'internet and shut down everything that is illegal? Surely half the world would have to be working on that.
The reason some of these music sites cant be shut down is because they are run from somewhere else where the copyright laws are different, or people agree not to share illegal material but they still do. This protects the site and leaves only the individuals to blame.

IMAO if the web is censored,it could be classed as totalitarian which goes against the very idea of democracy...........
The idea of democracy is ambiguous,democracy within reason seems to be the law though again is this a form of humane dictatorship? (for the common good?)
The world runs on ambiguities of power and control, how can any govenrment be seen to censor (piracy) when they are in power (in the west) through democracy?
