Wondered about that myself. There was a communist revolution in Grenada and Ronnie Reagan sent in the Marines to sort them out so this might be the police force referred to. I remember it caused a bit of consternation to Maggie Thatcher because Grenada was a British possession but Ronnie didnt tell her he was going to invade.
