Calfs with muscle but thights with fat

the bottom of my legs have muscle but my thighs need to loose weight and tone up. What is the best way to do this so my calfs dont get to much muscle

Half an hour each day on a decent Exercise bike should do the trick
Cardio is what you need hunni. Unless you burn off the fat it doesnt matter how much muscle your thighs have as they will be covered by a layer of fat. Try cardio for 30 mins 3-4 times a week and then strength train 3 times a week. You can do the strength after the cardio.
