my boss wants to start a fine system for people not wearing p.p.e. can he stop money out of my wages without my permission?

do you get a safety bonus? If so, then it would be legal to deduct money from that, or not give it to you at all unless you comply. Why wouldn't you wear Personal protective equipment anyway? it is there for YOUR safety, not theirs! If you have been provided with it you should wear it. The company pay for it i expect, so i'm nt surprised they want to recoup their losses if you dont use it!

The Employment Rights Act 1996, sought to clarify the law, and a case has now made the situation definite. An employer may deduct such sums if, and only if, the employee agrees to this in writing. The usual way to achieve this is by including an appropriate clause in the employment contract (though this may not always be possible)
Just to add , I am a manager and have to enforce the wearing of PPE, If I don't pull anyone up when I see a blatent disregard to its use, IF anything were to happen and a person had an accident whilst not using it they can claim against me for not telling them to wear it !!! its a mad world , PPE is for your protection , its your hands , feet and eyes, wear them and protect them or go down the disciplinary route where you could end up being dismissed if you have a blatant disregard for Health and safety .....
