problems on shutdown

Sometimes when i click shutdown, it pauses for a bit then a box comes up top left with 'pic', or 'Form1' in the title bar, saying it is busy, giving me the choices or wait end task or cancel. What is it? They arent running in device manager, and only appears sometimes.

sometimes this happens on Win98Se, have a look for a patch.What Machine and win are you using?
