The Offspring announced in 2003 (I think) that their forthcoming album would 'Chinese Democracy (You snooze, you lose)'. Sadly they didn't carry out this threat, but Axl has now decided that he's going to change the name of the album. The T-shirts probably come from the time when Axl managed to get his new band out on the road for a couple of weeks, also in 2003. I think the sun was a bit bright or something, so Axl eventually pulled the shows.
You've simply got your facts mixed up (and it's easy to do so I ain't taking the mick). Axl Rose owns the rights to the name Guns 'n' Roses, so he set up a new lineup. They have been recording an album called 'Chinese Democracy' for 13 years. Slash was in the band when they started recording it and all the music that he composed for the album was not wanted by Axl, so that became the material used for the album 'It's five O' clock somewhere' by Slash's Snakepit. Chinese Democracy was completed before Christmas 07, and is the most expensive album of all time. Now negotiations with the record label over how to make the most money from this album are happening. And technically, all three GNR members in VR (Slash, Duff, and Matt) were not founding members, so they wouldn't be able to tour as GNR anyway (the founding members were Axl, Izzy Stradlin, Ole Beich, Tracii Guns, and Rob Gardner).
The current lineup is: Axl Rose, Robin Finck, Richard Fortus, Ron Bumblefoot Thal, Dizzy Reed, Chris Pitman, Tommy Stinson, Frank Ferrer, and Bryan Brain Mantia.
