The best scam I ever heard of was a guy selling tickets in the car park by the tower. People paid up and then were surprised to be asked for more money to get into the tower itself. They complained about the double charge only to be told that the chap in the car park was completely unofficial. In fact he was "selling" insurance in case the tower fell on your car while it was parked.
He retired a rich man - never had a claim.
