my dwarf russian hamster has got a small red lump appearing on its top eyelid does it need to see a vet?

I would say definitely 'yes'. Catching something in the early stages can only be good. It might be nothing to worry about, but if it is a tumour then you will not forgive yourself if you leave it too late.
