Was driving banned on sundays in holland in 1982? If so! Why?

Don't know about 1982, but in 1973, for a while, many European countries banned Sunday driving. It was due to OPEC refusing to sell oil to countries that supported Israel during the Israeli-Arab War. This included the Netherlands, and since most of their oil was shipped in via Rotterdam, other countries in Europe suffered.
The US, too, was affected, and the infamous fuel-saving 53mph speed limit was introduced as a consequence.
Who cares??
I lived in The Netherlands in 1982 and nope, driving was not banned and I didn't hear anything like that.
Hanging washing out was frowned upon though.
