It was due to OPEC refusing to sell oil to countries that supported Israel during the Israeli-Arab War. This included the Netherlands, and since most of their oil was shipped in via Rotterdam, other countries in Europe suffered.
The US, too, was affected, and the infamous fuel-saving 53mph speed limit was introduced as a consequence.
