I think it's art.
There is a fine line between grafitti as vandalism and art. I've always admired the skills of graffiti artists in and around London from a very young age. It goes beyond name tagging in a lot of cases and some of them have been talent spotted and made successful careers out of it. We already know that people consider a lot of graffiti as art, as exemplified in the case of Basquiat.
I think its just the medium they use that categorizes it as vandalism. E.g., if Van Gogh had painted his Sunflowers on a wall in East London, would it still be considered art? Of course it would!
What makes Banksy even more of an artist is his anonymity. His art stands out not just for his artistic ability (after all, hes working with stencilling which is not the most challenging in creative ability!!), but a lot of it packs a powerful punch with hidden messages or blatant politic statements. But he also uses the mystery surrounding his identity as a strong artistic and political message.
I think the man is very talented.
