For more on marking an answer as the "Best Answer", please visit our FAQ.You can make dvds with switchable subtitles, but most of the cheaper authoring programs won't let you do this. The cheapest (and to my mind the best) one that will let you do so is DVD-Lab Pro:

Which has a 30 day trial. Otherwise, if you don't mind permanent subtitles, you can use virtualdub and vobsub to add them to your video before burning. I've done loads of them, both permanent and switchable, and most of the help I got came from here:
