I'm pretty sure your first T is wrong because the answer is CHASTITY, that is, hast in city, hast being the old fashioned way of saying has. Art is the old fashioned way of saying is, so art owner (is owner) - hast (has).
As for SKELP, if it's not a cryptic clue could be LEAP, as my dictionary defines Skelp as slap or bound. Sorry I can't narrow it down any further. Any other ideas, folks?
