a year when we used to only have 1? is it a sneaky way of taxing us twice?

We don't have two budgets.

We have a Pre-Budget Report in the autumn that updates the economic forecast and outlines the changes that can be expected in the following years' Budget.

The tax changes announced the the PBR don't come into effect until the Budget.

The PBR effectively takes out the unpredictability of the Budget so that changes are smoother and taxation is less volatile. It was Gordon Brown who re-introduced this after Ken Clarke had ditched autumn announcements..
I think we did used to have two budgets at one time.
So in the PBR in 6 months time the 2p per litre on fuel frozen for 6 months will not actually go on then?
