Im not sure but a quick internet search came up with this:

Most of the movie was FILMED in Los Angeles, but it is probably SET in Anytown, USA. The girls turn the car around on West Pico Blvd. in LA, but most of the exteriors shown in the opening credits were filmed along Market Street in San Francisco. The orange and white busses you see in those scenes are different from the one that passes Jane Fonda as she enters the building on her first day at Consolidated.

The movie is set in Toledo, Ohio. The Consolidated in the movie is a made-up company.

Many have speculated on this movie's setting. It's obvoious to anyone who lives in LA that it's right here. I have even seen the Consolidated building in Downtown LA. Also, Mr. and Mrs Hart's house in in Beverly Hills
