foreign criminals

There is a lot of talk in news papers, on TV and in here concerning foreign criminals coming here.
Now They have been coming for quite some time from a lot of eastern bloke countries as well as Africa and if the media is to be believed there the goverment is not willing to do a damn thing about them, but are quite happy to refuse the Help to people like the Gharkas who have served this country in times of war.
This leads me to my question.
Has the Europian union decided that the UK is to become an open prison? Have the other EU countries decided this being and island it would be the best place to dump all their undisirables? Are goverment ministers getting a backhander out of it to shut up until all europian criminals are trapped here, then they can just swan off and leave us to it.
Or is that one bad dream to far.

"The Association of Garda Sergeants and Inspectors earlier called for the establishment of a Europe-wide criminal database so garda� will know if convicted criminals from other countries are coming into Ireland.
The AGSI conference in Co Meath has heard that a number of immigrants with convictions for serious crimes, including murder, have entered Ireland.
These people should be required to register at their local garda station within 48 hours."
And it seems this would be an issue in every EU state.

Like they are going to register. Fat chance of that happening. And if Europe had decided to turn us into some sort of criminal trash can then I don't think they would want us to have access to any such data base. We might find out what they are doing.
These criminals could stop any where in europe, let face it Germany stands between us and the eastern bloke countries but they don't seem to stop there. They keep going until they get to us. Why is that? Because there is nothing to stop them plying their trades once they get here, including our justice system.
Can any one tell me just how bad the foreign criminal situation is in place like France and Germany or any other EU member state for that matter? Just out of interest.
