Roof Slates

I have just had a new roof on my privately owned house.
I asked the builder if we could keep the Welsh slates that were on the roof for a garage we are going to build. He stated that he did not do salvage and took the slates away with him.
Surely I own the slates and technically he had no right to take them.
There is no mention of them in his quote or schedule so where do I stand?
Also there is a charge for a skip which has not materialised.

had his original quote stated that he was to remove the slates? perhaps he factored into his costings the fact that he could re-sell them.

did he just throw them into a skip or take them away 'carefully' in which case he has a job (or a buyer) for them i would think
he shouldnt have taken them
as for the skip that should have been included in his costing/pricing

Welsh slates are the best and are highly valuable - even secondhand.
