On certain ocassions it is dangerous to drive at the speed limit, which is the maximum speed allowed in safe conditions (fog on motorway for example), but if you are doing 10mph on a clear safe motorway and therefore causing a danger to other drivers, then yes, you could be charged with dangerous driving.
