As you are still going through puberty, spots are a difficult thing to deal with. Your hormone levels cause your skin to secrete more sebum and oil, which can clog pores and cause inflamation, leading to spots and acne.
All you can do is drink plenty of water, have a healthy diet and make sure you cleanse your skin thoroughly day and night. If you have bad acne, then your doctor can prescribe creams, but they are very strong and can make matters worse. If you are female, then doctors may prescribe a contraceptive, like Dianette, to help regulate hormones and in turn improve your skin, but I wouldn't go for that option.
Providing you maintain a good skincare routine and don't pick at your spots, you should grow out of this in a few years and things should clear up. If you want to try an over the counter spot remedy, then I've heard Freederm is a good product, as it also contains an anti inflammatory, which should reduce the unsightly redness.
