Would I need to tell the council that I would be making Rum Punch at my sister in law birthday party which is in a pub? Would the landord require anything from me such as Health and Safety certificate? Would I need to contact Trading Standards as well.....

Not if you are giving it away, but the landlord will not be pleased that you are giving booze away and might charge you corkage. After all you will be using his glasses and he will lose revenue.
