No - that's illegal.

If you need to deter people, use an alarm triggered by the door, or units that you need to break glass to open the door. A ruddy great sign to state that an alarm will be triggered may be all you need.

You could do what a local club here did. They set a trigger on there that turned on a spotlight when the doors opened - theoretically in the name of showing people out the fire exit in the event of fire, but in reality to alert the bouncers who escorted the offenders out of the club and refused them re-entry that night. It took about two nights and the door never opened again.
You need strict rules on this. The use of fire doors as access/egress points can land the landlord in trouble with the health and fire inspectors.
