Fraudulent transaction on credit card

We recently purchased something for �280 online. We paid using our credit card into his Paypal account. The item we bought was not via ebay! Within 24 hours we knew it was a fraudulent transaction because he did not reply to any further emails. We immediately informed our credit card company and they said that they would look out for the voucher and mark it as under dispute. The following day I checked my credit card statement online and it had not appearred on it. I again rang the credit card company and was promised that if the voucher was presented it would be reversed. Wouldn't you know it when we received our credit card statement a few days later there it was. I rang them again and reminded them of what was said and they basically said that they can do nothing about it and suggested I cantact the retailer direct. I had already contacted Paypal but as the other party had withdrew all his funds they were not able to help - and also the transaction fell outside of the guarantee scheme. So my question is do I have any recourse against anybody - I thought I was protected by my credit card company but apparently not.

However, this applies to third party transactions - the buyer, the seller and the credit card company.
Your scenario does not fall in to this category - you authorised your credit card to pay x amount to paypal so paypal could forward the money to your seller.
Your credit card company did as instructed and there was nothing wrong at all with that transaction.
Some credit card companies voluntarily give refunds in 4 party transactions such as PayPal - look at your terms and conditions.
