Frozen water (a glacier) is bacteria free because of the very low temperatures. When it melts it runs.
Running water is constantly aerated, stopping nasties growing in it.

Still water goes stagnant and nasty. Leave a large glass of water in a cool place for a few days, and you will not want to drink it.

Still water in a sealed bottle may have a longer shelf life than the same water in a large container, but it will still deteriorate.
