It depends on the train company.

On South West Trains you can only buy a ticket on the train if the ticket office is closed and there's no ticket machine BUT you must buy what's known as a "permit to travel" which proves where you got on the train. If you have nothing you will be fined on top of having to buy a full priced ticket.
I always find it more expensive to buy whilst actually on the train.

You could always try what noknowledge does, and buy your ticket on the train because sometimes you might get away without paying.

You could also tell the ticket collector that you just got on the train even if you have already travelled 50 miles or so.

I wouldn't recommend it though.
