Goldfish Tank

Hi. Ive just got 2 goldfish and a Gussie Hexagonal Starter Kit (with filter/air pump etc). The instructions werent really clear and I wanted to check if the top of the filter should be underneath the water level or on top of it ? The filtered water purs onto the top and forms alot of bubbles. Sorry if this is a stupid question !!!!

The filter usually sits under the waterline, so the water is both pumping in and pumping out below the water level usually as far down the bottom as possible to draw in maximum waste from the bottom of the tank.
Hopefully you have cycled the tank before you put the goldfish in or he could die when first the ammonia and then the nitrite spikes as the filter cycles. If you haven't done this and have put the goldfish straight in I would suggest that tomorrow or as soon as possible you get a bacteria product like "Safestart" which will help your tank cycle quicker and help your fish not to get damaged by the ammonia and nitrite.
