the agent has said "any portable electrical appliances left in the premises will need to be tested and a report provided confirming their safety of use" Are you able to tell me what exactly they want? Do they mean PAT testing? and if so, can anyone qualified to use a PAT tester do this for me, or does it have to be done by a fully qualified electritian? (similar to how gas work needs to be carried out by a CORGI registered engineer).

Yes it is the PAT test and most (if not all) competent PAT teters are qualified electricians.

Ask your agent or the local council for recommended PAT testers and phone a few from Yellow Pages.

Before you contact, make a list of all the portable electricals you have so you can get a realistic quote for the work.
I assume youre talking about an HMO here? PAT testing for HMOs is required but not for an ordinary rented property. Some agents however get confused.
