tipping on your own land

my neighbours builder is bringing rubbish from elsewhere and tipping on his land with his consent.there's plastics,plasterboard and usual builders waste in the loads.its also within 10' or so of the canal.i'm sure this can't be right the local council aren't interested.anybody have similar experience??any ideas??

Try talking to the Enviroment Agency as it is so close to the canal

The only way this would make sense for your neighbour is if the two loads can be consolidated and picked up by a grab loading lorry - these are cheaper than skips often, and perhaps your neighbour and the other job will be splitting the cost of the pick up to keep fees down.

Which Council department did you speak to? Planning might be able to help. If its an eyesore it might contravene s215 of the Town and Country Planning Act. If there's a lot of it and deliveries are regular it might be a material change of use of the land without planning permission.
