It's a shipping term meaning everything is tied down and secure.

Bristol has a tidal fall of 17 feet and so when the tide is out some boats will be aground and because of their keels will fall to one side. If everything wasn't secured, chaos resulted.

This was on Antiques Road Show last night when they visited Tyntesfield.

I thought the tidal flow was 40' pretty big huh

 

I thought Bristol fashion - erm coming from near there was because they had a high standard of seamanship and not because if they didnt stow things away they would get hit by flying chamberpots.....
