I am stuck on these two as well . I am beginning to think there is a misprint in the paper because I cannot find anything to fit any which way and I am absolutely certain my intersecting clues are all correct .
Although for swindle I am left with ?O?H? E

Could be piggling ..but I've looked in several books,thesaurus and dictionaries,here and none give a definition of Teem for Flourish .

In my very old thesaurus flourish & teem are given as alternatives to "be fruitful".

It's Pochle ..which is a Scots word for swindle
Pauchle (alt sp ) Pochle = a small load+ bundle+ a swindle.
