if I hire a room in my local pub for a function for more than 100 people I am told they have to hire doormen and the cost of the hire is double this true as this has never happened before

Dunno if there is a legal requirement, but hey, it is THEIR pub, and they have a right to protect their property. The guvnor at my local does this, especially if he suspects that some who come might not be bona fide guests.
I have just hired a room that will hold 250 people for my wedding reception and I won't be having any doormen

If the pub says they will hire doormen for parties of over 100 then I suppose they can pass the cost onto the hirer.

If you consider the amount of people at many 100's of functions across the country on any given weekend probably do not have doormen, then I doubt there is a law that covers it
Go to your local council licensing section and ask to see the public register showing the licence conditions for the premises. If this requirement is set down in the licence they have no option but to follow it. If not, they are trying to make more money out of you than is necessary.
