Driving without insurance

I was stopped by the police on 29/02/08 and was cautioned for driving without insurance. They impounded my sister in law's car and was not given any paperwork except one to take to release the car. A month later I still hadn't receiced anthing in the post from the police so I went to the local police who had no record of the incident and they told me that you would have been contacted by now so maybe the police let it slide with a caution as a first time offender and new to the country. On 12/06/08, 3 and half months later I received a letter to attend court with regards to this offence. When you are stopped by the police are they not supposed to give you something in writting and after how long should they contact you to notify you of their intetion to prosecute?

The summons has arrived well within the time limit, and all proper procedures have been observed.

it would have been useful , if the officer would have handwritten on notepaper, with signature , that you will be reported for - no insurance - but they didnt , and as they must have been able to check there and then , on the spot , that you were uninsured in that instant ,,,,, you would have been besy to assume , that you would recieve , a summons for no insurance at some point , even if 5 months or more may have elapsed .....
The only paperwork you should have been given is the stuf you got. There s no requirement for notice of intended prosecution for no insurance or any othe paperwork. The file is put together at the police station ad submitted to the curts for process. The first you know about it is the summons on your doorstep.
