The US embassy website says that anyone who's ever been arrested is ineligible to enter the USA under the Visa Waiver Program. So, theoretically, your daughter should apply for a visa. The procedure for getting one is extremely lengthy and usually takes several months.

However, EU privacy laws prevent the British Government from making UK police records generally available to the US immigration authorities. They can only pass on information where there is 'justifiable cause'. Unless your daughter was arrested on suspicion of a 'cross border' crime, such as drug-trafficking or terrorism, (and she's subsequently been placed on an international 'watch list') there's no way that the US authorities would know about her arrest.

no, just tick the waiver box and say nowt, once you make one call to the embassy, they have your details otherwise they dont.
i am in the same situation
do not contact the embassy just tick know and walk on through =]
i called the embassy for advice but i didnt give them my name or passport numberor aything
there isn't anyway they would have me on record now is there?
