So, theoretically, your daughter should apply for a visa. The procedure for getting one is extremely lengthy and usually takes several months.
However, EU privacy laws prevent the British Government from making UK police records generally available to the US immigration authorities. They can only pass on information where there is 'justifiable cause'. Unless your daughter was arrested on suspicion of a 'cross border' crime, such as drug-trafficking or terrorism, (and she's subsequently been placed on an international 'watch list') there's no way that the US authorities would know about her arrest.
