A Contractor working for the Gas Utility has dug a hole in the road in front of my drive thus blocking vehicular access/egress. We were informed that this was going to happen in writing but do they have the right to do this.

Yes, they do as long as they gave you the proper notice in writing and complete the work expeditiously.
yes is the simple answer..

they warned you for a start, and blocking access onto a drive is not illegal. though blocking egress would be, but sure if your car was on the drive they would have asked you to move it off before they dug the hole though.

oh and agree good use of the word egress
