what is a childrens tv programme? is it made just to keep children happy and quiet or are they made to specifically educate children?

Some are educational, some or for entertainment. The main criteria, I would imagine, is that they understand it.

TV has never claimed to be an educational tool, it has always been primarily a form of entertainment. If the makers choose to add a bit of knowledge to their shows then so much the better, but they are under no obligation to teach children anything. That is the job of the parents and teachers 

There is room for both, it depends on what you want to watch.
