Any suggestions please to prevent wool rugs from doing their own thing on carpeting? I have tried double sided tape without any luck.

If you find a long term answer you'll be very popular,it happens because of the underlying carpet fibres acting with a one way ratchet sort of effect, moves easily one way and resists movement in the opposite direction.I've tried special tissue like layers between the two ,claimed to cure the problem ,but it didn't.I would imagine the smoother the underside of the rug the better.

pop a long to your local camping store (or ebay it) and buy breathable ground sheet( its made out of rubber), honest it works treat just buy the same size as your rug and no more skidding,
I had a huge wool rug that was a death trap on my highly polished floors, and this was the only thing that came close to super gluing it to the floor,

Try stitching strips of velcro (the hook side) on to the underside of the mat.
