probation

Hello again.
Does anyone know much about probation???
I just need to know, if somebody is in a cat B prison but is now a cat c prisoner, can probation put a stop on them moving to a cat c prison?
All the new laws are very confusing and i'm not quite sure that probation are even aware of what they are supposed to be doing half of the time.
Any sensible answers welcome please.
Cheers!

He has put an application in with a catagory C prison but has been told by them that they need a report from outside probation as well as probation inside the prison and also a report from the prison he is in now. What i needed to know was can outside probation put a stop on him going to a catagory C prison?
If they can it doesn't seem right that's all because he is a cat C prisoner.
Confused? Not half as much as i am lol!

if the probation officer assigned to doing the report thinks he should stay a cat b then he can make a recomendation to that effect,it really depends on what he got put away for,how long hes served, whether hes been good while hes been away, how long he has left to serve, does the officer know him,if so it would be better for him,it reallys depends on a lot of things,
Hello again.
He has already been told that he is now a cat c prisoner. This is what is confusing because he should now be able to go to a cat c prison but has been told that a decision will have to be made by probation. I just thought that as he has already been catted i wouldn't have thought that probation had a right to stop him from going to a prison that he is entitled to go to.
By the sounds of it they are being extremely awkward!

Could he not ask the Probation Officer at the prison why he needs a report from a community based probation officer.
Is the prison he is now in in a different area than where his home is.
Being moved to a Category C prison may depend on whether he is likely to abscond or not. Maybe this the reason for the two probation reports.
As previosly said, his best bet is to ask for clarifation with the Probation Officer, or failing that one of the prison officers.
