I have been told that a police caution can be stepped down given a set period of time, does anybody know how you apply to have this done or is it automatically done?

The step-down is supposedly automatic following a "clear period", i.e. the subject does not come to any further notice by the police. This period of time will depend on the category of offence (either 10 or 5 years) and can be gleaned from the Code for Management of Police Information (MoPI)...
