Why when i take photos on a digital camera, especially in bright light, do i see transparent small circles growing into larger ones on the photo going across the screen? If seen this effect on TV when the sun is in view as well.

I get this on my computer screen but only when I use the enlarge button and blow it up right to the max ...it doesnt show on the printed out photos...are you using a flat screen plasma/tft thingy for a screen ...if so I think it is just the screen ........
This happens on all cameras when you point them towards a light source.  To avoid, make sure sun or light is behind or to right or left of the camera.  If this is not possible you'll need to learn to live with it I'm afraid.
It's called lense flare, and as JSB said, the only solution is to change the angle of the sun to the camera.
