Why am I unable to access the 'Post an answer' icon? It seems I'm not the only one in this predicament.

Just click on the 'post an answer' words and the answer box comes up. You are expecting the 'hand' icon to come up, but it doesn't: very confusing and frustrating I agree. Go for it.
