The 360 has a wider range of games, it has a better online community (40 a year for Xbox Live although you can find it cheaper on eBay), better development tools for game companies and is generally a better machine. it's backwards compatible with the majority of Xbox games, unlike any of the PS3s available in the shops now and it's cheaper
The reliability issues have been sorted out and there's a three year warranty covering the main problem they've had anyway.
It will come with all the leads you need except an HDMI lead if you have an HDTV and one controller. All you need are the games and a membership for Xbox Live which you can buy through the machine if you have a credit card or buy a code from any game retailer.
If your budget will stretch to it, I'd recommend the Elite. Microsoft are introducing a TV on demand system through the 360 and you'll need extra space on the HDD for storing them. The Elite comes with a 120GB HDD and an HDMI lead in the pack - plus it's black and looks better :)
Hope that helps a bit.
Forgot to add, if you're desperate to play Metal Gear Solid then get a PS3, it's not coming out on the 360 - but as a game it's rumoured to be crap anyway
